Part 2 Rules Changes!

For balance reasons, and to comply with new and improved balance and scaling standards, I must make a ruling that any numbers balancing that is shown in the Part 2 Rules is now inapplicable. Do not rely on the values there to properly balance your power. When I have proper time, I will get around to fixing the values so they can provide a more accurate example. For the time being, if you have any questions, refer to an admin for assistance. Or, you can refer to other applications that are already approved for a good idea of what to expect.
